Still looking dry

Drought has regained a tiny bit of the ground it gave up in the last two weeks. On the plus side, the dry weather has allowed winter wheat planting to move along this past week. However, the good news comes from the updated three-month outlook from the Climate Prediction Center of NOAA. The outlook for December, January and February shows between a 33-40 percent chance of above normal precipitation for all of Arkansas.
